I would be surprised if Flacco starts more than 4-6 games. What should happen, if CLE was a well-run organization, is Flacco starts around 4 games, then Stefanski puts either of the rookies in for a couple weeks, then the other, to find out what they have in either of them. But running with Flacco for the season would be pretty dumb.
And CLE is likely going to lose their first 5 games (CIN, @BAL, GB, @DET, MIN). then they have to go to PIT, before they finally get a little bit of a break when they play MIA, NE AND NYJ. And they'll still have to play BAL (again), LVR, SF, BUF and PIT again in the back half of the season. I can't see CLE winning 9 games regardless of who's QB.
But we're talking about CLE and Haslam the owner. He's always been such a spineless owner in the face of his fanbase's crying there's almost no way i can see him riding things out after CIN, BAL and PIT all crush the Browns. Particularly if CLE is 0-6. heck, if both CIN and BAL spank CLE to start the season Haslam is likely to blow his stack right there after Week2 and demand a change at QB.
